You may use PIPENET or WANDA. Both the softwares have good capabilities in simulating conditions/scenarios indicated by you. OLGA is used for multiphase simulations for O&G pipelines and surface facilties. Use of OLGA for pressure surges for water system are rare. You may use OLGA by using very low time steps and may get fairly good results.

If you want a surge analysis . let me know. Though we are not based in India , but can execute this job.
