Paul - please don't confuse the poor guys in the purchasing department -
"eccentric" is the actual ordering term for purchasing. Actual orientation
will be located in fabrication / engineering drawings, also eccentric
reducers are commonly specified for control valve installations where a
liquid pocket is undesireable for CV servicing, a drain valve is located
either in a spool piese on the larger size or directly on the flat side of
the Ecc. reducer

Whatever you do, make sure you specify flat-on-top or flat-on-bottom when the purchasing department places the final order. Otherwise, well, you know what could happen (ref: famous cases of junior purchasing people specifying pipe with the hole on the *outside* instead of *in the middle*).
