Location of By Pass for Closed circuit system

Dear friends

I am Mustafa Sending mail first time, I am presently designing on chilled water piping design project for VFD system. Our system chilled water is controlled by 2-way valves. Hence we need by pass. Two pressure sensors are installed at index (longest run) and I want to place the by pass nearest to pumps in pump rooms that I can reduce the load on pump when they are working through by pass , which will reduce the load on pumps as there is less pressure head loss consequently pump will consume less power.

Finally I would like ask please clarify where should I have to make bypass & if it is on index run what is the advantage over near pump.
