For wall thickness calculation, the pressure we adopt is the Design Pressure,whether it be ASME B 31.3/ 31.4 / 31.8.

   you will find it, once you go through any of this code.

For Pipe wall thickness calculation,
we start calculation with the operating pressure...

which is then multiplied by the factor to get Design Pressure. i.e.

Operating Pressure x 1.5 = Design Pressure.

and then, This Design Pressure is used as the ' P ' in the formula for the Wall thickness Calculation.
