Apology, test pressure (hydro) is normally 1.5 of Design pressure over ASME B 31.3. I missed the 1.5 factor in my earlier statement.

My question intent was to understand the logic behind initial statement posted quoting Desgin pressure =1.5 * Operating Pressure.

Apologies once again for any confusion caused.

You're getting things confused again. No code says any such thing. And test pressure is not a design condition. Test pressures are a consequence of the maximum allowable working pressure (MAWP). If you want to talk about this stuff you really should use correct terminology. Otherwise everyone just gets confused.
