Mr Santharam:
when we design a control valve station we consider a couple of things regarding valve placement. we want the valve handles to be accessible to the operator, and actually have specifications regarding handle height above grade and handle orientation. in addition, we place the bypass valve directly above the control valve if we are using a "short control valve" such as an actuated ball valve. and we place the bypass valve offset from the control valve if we are using a "tall control valve" such as an actuated globe valve. and in some dirty process services we place the bypass valve below the control valve to allow us to flush sediment around the valve in the case of pluggage.
