Yield strength doesn't determine the allowable stress for these materials. The primary driver for ordinary carbon steel is price. If you can get higher strength for about the same money typically that's how you go. Delivery is also important. If suppliers stock the higher grade steel it's more cost effective to use it rather than wait, even if you don't need the strength.
