Sounds less like a scam, but the comments about political stability are real. There is an active and violent insurgency centered around the use of oil revenues, which you may find yourself in the middle of. If it were me I don't think I'd go unless I had a round trip plane ticket, lodging arrangements, a contact you can talk to from home, a firm salary offer, a firm return date (The airplane ticket will give you a good target) and some arrangement about returning for visits home.
