make a jig from something heavier than the elbow (you didnt mention material or thickness) such as a flange. split it in half across the diameter and weld nuts to on the edges. You can then use bolts to tighten the clamp around the OD of the elbow ends. You may have to make one for both the pipe and elbow as they are likely both out of round and probabily not matching. You may have to shim areas around the circumference to match the edges.

I have problem  excessive Ovality in fitup of 30" 90 degree Elbow with pipe,  
Asper ASME B16.9  table -2 tolernece for inside diameter 4.8 mm accross diameter elbows ID is 744mm  which is not acceptable limit. and also our WPS  says set up tolerance for matching edges allows of 1.5mm  
Please advice  me
