Quoting from the author of that book in the preface:

"Finally, my thanks go to Paul Bowers and Richard Beale, Canadian gentlemen who, at very short notice, also during Christmas 2007, carried out a peer reading excercise of the original manuscript. Both gentlemen are very experienced "pipers", and their comments were quite contructive and, where possible, incorporated into the book. At this very late stage, during the peer reading phase, it was not possible to include some of their ideas. They made some very intersting suggestions that would be ideally suited to a "standalone"  book on the topics that they think need addressing on the subject of piping design. I look forward to the opportunity to work with them again."

It does sound a bit like what Paul said:

"Mr. Bowers contributed to this publication but unfortunately his comments were silly and therefore not included."

So maybe we can look forward to Richard and you can writing your own book according to mr. Smith. I would be very obliged to proof read it. :-)
